I see this question often enough, "Why do people say they love you when they don't?" Since you asked. Here's my spin.

"I love you" is based on the giver's love not the receiver's. A receiver's interpretation is often conditional, "If they love me they would _____".

We can't decide what love means to another person. Why? People love based on their capability not our need.

8 Types of Love According to the Ancient Greeks (1)
Agape — Unconditional Love(the God type).
Eros — Romanic Love. ...
Philia — Affectionate Love. ...
Philautia — Self-love. ...
Storge — Familiar Love. ...
Pragma — Enduring Love. ...
Ludus — Playful Love. ...
Mania — Obsessive Love.

Sadly, very few people are capable of the first. Also, it is rare to receive all the love we need from a single person. God places many people in our lives for this very reason. Embrace them all at the time needed. 😉
